Both documents support employer-based qualification and certification of nondestructive testing personnel, but they organize employer obligations differently. SNT-TC-1A
SNT-TC-1A is a recommended practice that an employer uses as a basis for a written practice. The employer defines the applicable training, experience, examination, and certification process while addressing the recommendations and any governing contract or code.
CP-189
CP-189 is a national standard that states minimum requirements for an employer's NDT personnel qualification and certification program. Employer procedures still need to identify methods, techniques, responsibilities, examinations, records, and the Level III authority used by that organization.
Neither document independently grants authorization to perform work. Applicable codes, standards, customer specifications, contracts, the employer's written practice, and jurisdictional requirements determine what governs a particular assignment.
